Update not updating entire WC?

Hi!

Today I had a weird situation.

I noticed my WC is not up to date (I could swear I updated it yesterday).
So I did an Update.
The log windows says it updated one modified file and add one new file.

This is strange, since the last (and only in a few days) commit changed 16 files.

So I did another Update and now 14 files were updated (some modified, some new).

How is that even possible?

To recap:
 - I had an up to date WC two days ago
 - yesterday a single commit (from other WC) is done
 - today I did the mentioned two updates

Just write it off as "sometimes things happen"?

I still use the older 1.7.13, Build 24257 - 64 Bit

Also I never had a partial checkout in this WC (not many files, also not big).
