upgraded to 1.8 now can't edit settings

After my upgrade to tortoisesvn 1.8, I get the following error whenever I try to access context menu:
Error while parsing config file:
C:\Users\jcaft.FACTSAFF\AppData\Roaming\Subversion\config:
line 16: Option expected

This is 64 bit version, I am on Windows 7

Many menu items work after that message, but settings doesn't come up at all. I have uninstalled and re-installed to no avail
