I've tried your suggestion, but it does not work:

The repo browser now gives the error: PROPFIND request on '/svn' failed: 405 Method Not Allowed

I tried to open the URL http://dev-server/svn/ but it somehow keeps opening http://dev-server/svn

According to the documentation of Subversion, the configuration of Location, should be without the extra slash: http://svnbook.red-bean.com/en/1.7/svn.serverconfig.httpd.html#svn.serverconfig.httpd.extra
