SSH error when accessing repository

I have cygwin and tortoise installed on a 64bit Win7 machine. I can commit/update files from the cygwin command line. Tortoise is configured to use c:\cygwin\bin\ssh.exe. When I try the same operation with Tortoise I get the following error:

To better debug SSH connection problems, remove the -q option from 'ssh' in the
[tunnels] section of your Subversion configuration file.
Network connection closed unexpectedly

I've checked that there's no ssh -q in every config file I could find. I've also tried deleting and re-installing tortoise, but it still has some memory and the problem remains.
