TortoiseMerge: wrong line equality

See two attached files.
Select the two files, TortoiseSVN -> Diff

Old Line 10:
('A', '9', 1),

New Line 10:
,('A', '9', 1)

Is this a problem of libsvn_diff or TortoiseMerge?

I remember that 4 years ago, there was a bug in libsvn_diff that gave fake difference.
This time, the opposite, wrong line equality.
