TSVN->Cleanup is the command you want. The term "Lock" us confusing, see here:

Normally that would tell you to run Cleanup. I'm surprised it didn't.

I just get User Cancelled if I do that.

I think you mean the working copy.

Out of interest, why are you checking out into Program Files? That
folder is normally protected.
