Did that turn out to solve your problem then? i'm only asking because this seems incredibly similar to a problem I've been having (with TortoiseGit, rather than TortoiseSVN). That also manifests itself as an empty Diff window - but in that case, the problem didn't get solved by swapping between an internal or external viewer.
