On the parent folder I did a Properties and removed the removed the folder that was ignored, recursively, and received a TortoiseSVN error:

Subversion reported an error: Can’t set properties on ‘D:\svnviews\sandbox\Test’: invalid status for updating properties.

After closing the error box, the directory is removed from the properties window as being ignored. The folder and files under it still show the delete icon. I tried doing a cleanup with the ‘Refresh shell overlays’ selected and the deleted icon remains. ‘Check for modifications’ still shows the directory and files ready to be deleted.
