TortoiseSVN not recognizing changed files (with a twist!)

I am running TortoiseSVN on a Citrix Presentation Server. When I change or add a file, the icon overlay correctly shows that it has been modified. However, when I right click on the file and choose to Commit, I see the message: "No files were changed or added since the last commit...". But, if I right click on the folder containing the file, it DOES correctly find the modified file.

Has anyone else seen this problem or have any suggestions? I am at a complete loss for what to do since it does not appear to be related to the common issue of TortoiseSVN not recognizing that the file has been modified.
