Bug "can't make directory c:\, access is denied"

Hi,

I'm working on a project which I have to check out under "C:\" (yeah I
know).
Now I put some externals as I want to avoid code duplication (rewriting
everything nicely would take months) from C:\VIDEOS to C:\VIDEOS_NN.

And than when I update C:\, I get:
External: C:\VIDEOS_NN
External failed: C:\VIDEOS_NN
Error: Can't make directory 'C:\': Access is denied.

To me it looks like it is trying to create the directory "C:\", which of
course is not possible as it is the root drive.
As I already tried giving everyone full access to C:\ and underlying
folders, and I can create the folder myself with the user I'm updating the
repository... So I don't know what is wrong there

Is this a bug or just some feature I could work around?

TortoiseSVN 1.7.11, Build 23600 - 32 Bit , 2012/12/12 19:08:52
Fully updated WinXP SP3
