TortoiseSVN Bug/Enhancement request

This has been an issue with TortoiseSVN since I began using
it almost 7 years ago.  I’m very
surprised that no one as fixed it since then, but I guess it’s partially my
fault for not reporting it.
 
When the “Commit” dialog is opened up, there should be no “tool
tips” for the name of the file.  The
reason is that the tool tip is constantly appearing and disappearing, slowing
the system down, hiding information, and distracting.  It’s also generally not needed.  If the tool tip must remain, please make it
only show up when the entire path is not currently visible.  This is an issue when committing and trying
to run the cursor down each path, selecting or deselecting as appropriate.  The tool tip gets in the way and distracts
more than anything else.
