If memory serves, when you right-click on the root of the working copy
with the old format, TSVN includes an "Upgrade working copy" option (not
sure of exact verbiage) in the context menu.

But my understanding is that this method should be used only when the
working copy contains uncommitted changes. In all other instances, a new
working copy should be checked-out.

Is there some reason that you can't checkout a new working copy? Do you
have uncommitted changes?
