Have you installed TortoiseSVN?

If so, what options *do* you have? If your previous installation was 1.6 or
older, and you've installed 1.7 or newer, you will need to use SVN Upgrade
to update the working copy to the correct format.

Also make sure that you installed the correct version for the OS on your
new computer. 64-bit OSes require that you install the 64-bit TSVN.
