TortoiseSVN context dialog is missing for files without extension?

Dear List,

I think I figured out a bug or at least a short coming of TortoiseSVN. When I right clock in the explorer on a file which has no extension, the right click context menu does not show the SVN Dialog. Is this on purpose? I use TortoiseSVN 1.7.10, Build 23359 - 64 Bit , 2012/10/08 11:46:26 on Windows 7 x64
