You will not be able to configure UEStudio to use TortoiseProc.exe
instead of svn.exe because the command line behaviour is completely
different. All that is required is for the subversion client to be at
least 1.7, and preferably for the svn client minor version to remain
in step with the svn client library used in TortoiseSVN (i.e. 1.7.x at
the moment).

So in short, yes you need to update your UEStudio, but then install
the standard svn 1.7 binaries.
