Yes, TortoiseSVN is a good alternative to Perforce. (Perforce is also
reputed to be good, but I have not used it).

I think it is a problem with SourceForge. I saw the same problem a
minute ago, but if I try another mirror it seems to work OK, and I
think the main site may be back up now too.
