Potential bug in branch/tag option from tortoise popup menu

There is a potential bug in the tortoise function "branch/tag..." out of the popup menu.

How to reproduce:
Having a project with an external link.
The last action on the external links folder must have been a "copy" operation (e.g. revision 1059).
The last change of a file residing in that folder has been performed in a previous revision (e.g. revision 935).
Select the "branch/tag..." function out of the tortoise popup menu.
Select "Set explicit revision ALL"

Expected behavior:
The external link of the mentioned folder should point at revision 1059

Current behavior:
The external link of the mentioned folder points to revision 935.
An update of the newly created branch/tag will fail, because the mentioned external linked folder did not exist at revision 935!
