Cannot add initial project to subversion

From: Carl Henthorn <carlhe_at_hotmail.com>

I have both SubversionSVN (windows 7) and AnkhSvn (VS2010) installed, but I
am not able to add my project to the subversion repository.

Subversion reported the following error in four successive error windows:

In file

'D:\Development\SVN\Releases\TortoiseSVN-1.7.10\ext\subversion\subversion\li
bsvn_wc\wc_db.c'

line 6762: assertion failed (svn_dirent_is_absolute(local_abspath))

and finally within the Repository Browser window:

Unable to connect to a repository at URL <blah>

The OPTIONS response did not include the requested activity-collection-set;

This often means that the URL is not WebDAV-enabled

Net effect is that I am unable to connect to the repository, nor am I
getting an login challenge asking me for my password regardless of which
method I choose. I looked through the properties to see if there was some
kind of settings section that would allow me to add my login/PW but did not
find anything.

Please advise what the resolution is.

Thanks!
