Advanced settings: ConfigDir parameter doesn't work

Hi all,
I'm working with Tortoise SVN 1.7.6.
I would like to use another folder for subversion config file instead of unsing %appdata%\Subversion folder. So, I checked user manual of TortoiseSvn and I saw that I can modify an advanced setting which is "ConfigDir".
So I set to "C:\Program Files\TortoiseSVN\config" the ConfigDir parameter in order to use my specific config file that I stored manually in default installation folder of tortoiseSvn. I also checked that the registry key ConfigDir has been created in HKEY_CURRENT_USER\Software\TortoiseSVN.
I restarted my session and also my computer and the %appdata%\Subversion\config file still being used instead of the file I specified in advanced settings of TortoiseSvn.
Do you know what's wrong with my configuration? Do you know how can I change the location of the Subversion config file instead of using %appdata%\Subversion default folder?
