clean up - release locks death spiral

Tortoise 1.7.10 build 23359, XP SP3
Overlay icons all missing, and commit says nothing to commit (but there is)
If I try anything else, like update, it tells me to clean up.
If I try to clean up it says it can't process the path 'c:\dev1\devkfp'
Then that the working copy is locked 'c:\dev1\devkfp'
then that there is a lock on the top folder 'c:\dev1'
get lock or release lock don't exist in the context menu for 'c:\dev1'
trying release lock on 'c:\dev1\devkfp' tells me to run cleanup
etc etc etc, rinse and repeat.......
Hmmmm: I only see a .svn folder in 'c:\dev1', there are none lower. Didn't there used to be a .svn folder in every sub folder too?
