Sorry, that's not possible.
It would have to be implemented in the svn library. So if you like to
make a suggestion to add this feature, you'd have to do that on the svn
mailing list.

What you can do however is to create a sparse checkout once the
externals have been checked out, and subsequent updates will honor that
change.
