minor bug: command line support disabled by default in TortoiseSVN installer

I install a lot of software and get in the bad habit of pattern matching,
zooming through install wizards without critically analyzing the text,
unless it looks like it's installing 3rd party software. So when
TortoiseSVN defaults to NOT installing command line tools, which take up
like 0.5MB, and are incredibly useful for scripting, I had to wince. If I
weren't careful, I would have missed that detail and this would be a post
about how TortoiseSVN "lacks" command line support.

Since this command line functionality (svn) is such as useful feature and
such a small one, could future versions of TortoiseSVN enable it on by
default?

*Note:* There's a chance that command line functionality was manually
disabled in past TortoiseSVN installations on my computer and that the
newest installer is merely reflecting that saved option, which would be the
right thing for it to do. I just want to double check that this is the
default for clean systems.

   - Windows 7 Professional x64
   - MacBook Pro 2009
