Translation is done thru
https://www.transifex.com/projects/p/tortoisesvn/ so your patch can not
be used.
You can evetually join German team there, which is quite strong. You can
suggest translation on Transifex too - not sure if there is notification
from Transifex through.

I'm sure somebody of German translation team will have look at that.
