Set extrnal with no recursion

In our repositiories layout we have one specific module external which
have common module external.
This make specific module to build, but is not necesary if it is used as
source library. Is there way how to set external without recusion (do
not download its externals) ?

BTW. in nightly doc "operative" in dialog is not documented.
