I think I found the reason. While having the dialog open I changed one setting in the windows performance options. When the option is enabled, the checkbox label is ok. When disabled, it is not.

The setting is called "Use visual styles on windows and buttons". (See http://social.microsoft.com/Forums/getfile/63313/ for a screenshot, hotlink)

Because I have a "weak" PC I always select "adjust for best performance" and so every setting in that windows dialog is disabled.
