The reason that this DLL is loaded into other processes is that the
Explorer loads it, and the Explorer is loaded by innocent-looking things
like a file-open dialog (unless the program in case implements its own
version thereof) and probably a gazillion other things.

The 64-bit installer includes both the 32-bit and 64-bit version, just
as the (default?) Windows 64-bit installation includes both 32-bit and
64-bit runtime environments.
