Setting svn:needs-lock

I am looking into using the needs-lock property for a project. Using the properties dialog, I click "New" then "needs-lock", then "OK". I then do an SVN commit. However, if I later run the "svn proplist" command on the project folder, I don't see the "svn:needs-lock" property.

Is this correct? If so, how can I see if a project has that property set?
