It is explained in the release notes. You must upgrade the WC before
you can do anything else.

Even on my development servers, I try very hard to keep TSVN off it,
preferring to use the same tools for my production deploys to get the
dev code on the dev servers (which in most cases means *not*
TortoiseSVN).

If you only installed the 32-bit TortoiseSVN and you get the context
menu, then you're either running Explorer in 32-bit mode (hard to do
on a 64-bit Windows install, but possible), or your Windows install is
32-bit.

If you got the "not supported" message from the 64-bit installer, you
either got a corrupted installer, or you're running 32-bit Windows.
