Wrong mailing list. svnsync (along with any executable name starting
with svn) is part of core subversion. The binaries are also
distributed with TortoiseSVN for convenience, but you need to go to
the subversion users mailing list for support.

from our docs, assuming the server is running on a Windows PC:
