Cleanup reports success despite leaving files

When issuing a cleanup with "Delete unversioned files and folders" checked, Tortoise SVN reports success but fails to delete any files when a single locked (?) file in the directory to cleanup is opened, in my case a Intellisense database file (*.ncb) loaded in a Visual Studio instance.
