I have the same problem with a working copy that has been upgraded
from 1.6. A fresh checkout solves the problem.

For reference, I did an "svn status" from the command on both working
copies. The command line version shows the same problem (failing to
see a change in an external on the updated wc).
Therefore this seems to be a bug in Subversion libraries, not in TortoiseSVN.
