First of all please respect the rules of the mailing list as it makes
it easier for everyone to follow what is happening:
* Do tag an unrelated question onto the end of an existing thread,

* Use a subject line in your email
* Please do not top-post.

In answer to your question, you can set access permissions on the SVN
server. Read the server documentation or ask on the subversion mailing
list to find out about that.

You cannot set permissions on a working copy. Any attempt to update it
by an unauthorized person would fail and leave it in a broken state.
In any case, working copies are intended to be personal, not shared.
Don't do that.
