Losing property changes when pre-commit fails

Using TortoiseSVN 1.7.7 on Windows 7 x64.

If a property edit in the repo-browser fails due to a pre-commit hook,
the changes are lost and must be manually re-entered. There is no way
for the user to re-try the operation with the previously entered data.

Reproduction steps:
1) Ensure the test repository pre-commit hook is configured to require a
log message.
2) Ensure the test repository has at least one directory with an
svn:externals property.
3) Open a repo-browser to the test repository.
4) Right click on the folder containing the property and show properties.
5) Edit the svn:externals property (for example, add a revision number)
6) Select ok as needed.
7) When prompted enter an empty log message so the pre-commit hook
returns an error status.
8) Observe the error status is shown.
9) Notice the change made to the svn:externals property has been lost
and there does not appear any way to re-try the operation without
manually re-entering the changes and trying again.
