File in use TortoiseSVN error (Bug?)

I'm using SVN for a Flash project and I'm unable to export directly from Flash over an existing SWF, AS, or FLA file that is synced with SVN because the file is "in use," presumably by Tortoise as I'm not aware of the files being open in anything else.
The only time I can replace, edit, or delete a file is if I'm using Windows Explorer to do so, actually. I've even tried saving .as files using Notepad and I could not. Is this a product of the file association - and is there any way to correct it?
