SSL handshake failed: Secure connection truncated

I upgraded from 1.7.3 to TortoiseSVN 1.7.7 (info shown below) on my Windows XP laptop and now, all operations have stopped working when I'm on the company network. However, it works fine when accessing from my home internet connection (comcast)

The error shown is:

SSL handshake failed: Secure connection truncated

I also installed (fresh) version 1.7.7 on a new Windows 7 machine (64 bit) and have the exact same problem.

TortoiseSVN 1.7.7, Build 22907 - 32 Bit , 2012/05/15 12:16:05
Subversion 1.7.5,

Given that it works outside our company network, I'm assuming that is where the problem lies. Is there some information I can give to our IS dept. to help fix the issue ?
