externals not showing up as expected during checkin

Using tortoisesvn 1.7.7.

I have a repository foo.

I have several branches of foo, call them branch1, branch2, branch3.

I have a repository bar.

I have a couple of branches there as well... call them barbranch1,
barbranch2, barbranch3.

The branch1 is the root project, and references as externals branch2,
branch3, and also barbranch2, barbranch3.

Let's say i make a change to files in branch2 and branch3, and also
barbranch2 and barbranch3.

According to the docs, from the root of branch1, if i do a commit, i should
be:
notified of changes in barbranch2, and barbranch3, but not be able to
commit.
notified of changes in branch2, and branch3, and also should be able to
commit.

But what i see is changes to commit-able changes to barbranch 3, and no
changes to the other branches at all.

Is there some switch i'm not seeing? In the commit screen, i have 'Show
externals from different repositories checked'.
Checking and unchecking doesn't seem to do anything.
