I'm sorry: What? You mean there's no dialog asking for your credentials?
Try cleaning the authentication data in TortoiseSVN.

I'm sorry, there's no such thing as an "upload" in Subversion. Are you
trying to commit something?

Why is that a problem? Should they be able to e.g. check out a working
copy (but don't have credentials of their own), or do you want them to
stay outside (but they know your password etc.)?
