Thanks for your suggestion, Stefan. The working copy doesn't appear to be locked since I can Get Lock and Release Lock on the two offending files. I ran the TortoiseSVN "Clean Up" operation on the directory as well as the whole repository from the client (not the server). It ran, the client crashed, I rebooted, checked out a fresh Working Copy, and now it appears to be working.

It may have been a corrupted Working Copy. I'll just hang out and see if there was just a "blip", and this keeps working well.
