Move commands missing from my context menu. Why?

I used to see these, so I checked help and on this page see what I should msee:

alas I don't. So I downloaded the latest version installed it and voila Is till do't see these menu items.

I checked with a colleague, he's running an older version and he does see these menu items.

What gives? I'd like to move some files around and not do it through teh repo browser.
