No upgrade on TortoiseSVN and I was not aware of any updates that were applied to Windows either. No idea what might have caused it, it just stopped working.

There were numerous websites that talked about the list of overlays being too long in the registry, so following the instructions they provided, I cleaned-out all the overlays except the ones for TSVN. I also verified the proper settings many times, and recreated the working copy a couple of time.

There were a couple things not related to the icons that I have since sorted out - operator error...
