I have the same or similar issue. However, this causes a problem for us here.
The "Copy (Branch/Tag)" dialog reports the revision number of the externals incorrectly.
In terms of branches and leaves, I have a branch at revision 5634 that contains leaves at revisions 5586 and 5633. The "Copy (Branch/Tag)" dialog uses the revision numbers of these leaves. However, the branch does not exist until revision 5634 and therefore it is not possible to check these leaves out.
If the "Switch working Copy..." is checked, the commit fails verbosely but if it is not checked, the commit completes but the resultant tag cannot be checked out unless externals are omitted. The problem then is is to resolve the correct version number of the externals by hand.
