This is a longstanding problem, which as you can see, the person in charge of the website refuses to do anything about.
I would suggest that you, and anyone else who thinks the site design makes the ad look like part of the content click on the small blue and white triangle at the upper-right corner of the ad, which will take you to a page about Google AdChoices. Down at the bottom, there's a "Report a policy violation regarding the site or ads you just saw:" section. One of the options is "The site makes it difficult to distinguish ads from content."

You keep bringing up that strawman. You don't need to remove the ads, just put a border around them with text that labels them as advertisements. As you know, Google's terms of service prohibits "Format[ting] site content so that it is difficult to distinguish it from ads." https://support.google.com/adsense/bin/answer.py?hl=en&answer=48182
Putting the ad inline with the real content, immediately below the Download header, especially when it's been pointed out to you many times that the ad generally has a large "Download" button certainly seems to me that you're placing the ad in such a way that it's difficult the site contents and the ad.
