Commit dialog pre-selecting files locked and changed by other users

For our PHP application three developers work in a shared Working Copy that
is mapped to our development webserver.
We have set the svn:needlock on all files so they lock the files before
starting an edit in one of them.
 
This system works perfectly for us but there is one small annoyance: when
you start commit the dialog shows all changed files with the checkbox
selected.
Unfortunately this includes all files locked (and edited) by other
developers. TortoiseSVN knows this perfectly well (it shows that the files
are locked).
 
As you will never be able to commit the files that are locked by someone
else, could at least the checkbox be unselected for these files?
