$Date$ keyword substitution problems

Keyword substitions for $Date$ don't work correctly if the file is not UTF-8 encoded.
See this:

$Date: 2012-04-06 22:07:33 +0200 (pá, 06 IV 2012) $

When I unchecked the
Settings > Dialog 1 > Use system locale for date/time
nothing changed.

The $Date$ remained same and the format changed when I chose different language settings in windows control panel.

I have also tryed to uncheck "Short date/time format in log messages" but that didn't change anything either.

I restarted the PC (winXp).
Tortoise settings remained same, so it was saved correctly.
Tryed again, but no success.
ASAP fix would be greatly appreciated.
