TortoiseSVN v1.7.6 for 64-bit OS causes an APPCRASH for explorer.exe at startup [I]

I'm able to recover only by doing a hard reset, booting into Safe Mode with Networking (where TortoiseSVN appears to be OK?), moving (or deleting) the Program Files\TortoiseSVN folder, then rebooting into Normal Mode (where I can then "uninstall" TortoiseSVN completely).
Or course, I expect the problem is to do with that customized Deutsche Bank version of 64-bit Windows 7, and the security restrictions they put around things like registry updates and system-folder access. (I have "developer access", but it's apparently more restrictive on Windows 7 than it was on Windows XP, where it was plain-old Administrator access.)
I'd love to get the problem resolved, and am happy to provide whatever further information might help to support a proper diagnosis.
In the meantime, though, I'd also just like to find some way to get (any) TortoiseSVN working on this machine. The 32-bit installer at tortoisesvn.net doesn't seem to be an option. Is there an older 64-bit build I can/should try? The only "packaged" version we have here at Deutsche Bank is 32-bit v1.6.5 - should I try that instead? (Any caveats/issues to running 32-bit TortoiseSVN on x64 W7?)
