Yes, it makes no difference: XML files are as generateable by the build script as other text files.
Simply check file.xml.template into SVN, and then generate your file.xml file in the build process.
This is a common pattern, even for things like Revision, and the "svnversion" and "subwcrev" tools are explicitly provided for that purpose.
