Problems with overlay icons on Windows 2008 R2

I've been using TortoiseSVN for years now and recently installed it (TortoiseSVN 1.7.6 x64) on Windows 2008 R2 (x64) box. Unfortunately, the overlay icons don't work propertly there:
When I choose "Settings->Icon Overlays->Status Cache=Default", I don't see any Explorer overlay icons at all.
When I choose "Status Cache=Shell", the icons are visible, but the "modified" state isn't propagated to the folder level, i.e. when a folder contains a modified file, the file's overlay shows the "modified" state correctly, but the folder's overlay is always "normal".
Same behaviour both in the x64 and the x86 version of Windows Explorer.
I have tried it on two different Windows 2008 R2 systems, and both show the same behaviour. Doing a reinstall or a repair install didn't help.

Has anyone an idea what might be going wrong here?
