That's a known limitation. Everything inside an unversioned folder is
considered unversioned unless it has an .svn folder therefore marking it
as a wc root.

Please also know that such a setup isn't correct. While this worked fine
in svn 1.6, it doesn't work correctly anymore in 1.7 because it never
was considered correct. It only worked by accident in older versions,
and only works partly now in the current versions. It might not work at
all in future versions.
