I'm pretty sure that's not a conflict between TSVN and SVN, but that you
have an old version of SVN installed somewhere that gets pulled in via
the PATH variable or some registry setting.

If you're running Windows Vista or Server 2003 or later, try doing a

        where svn

on the command line, that should give you a hint which svn executables
are found.
