Sorry, that's far from a sufficient discription of what you're doing.
"the SVN", are you talking about a repository or a working copy? Make
sure you understand the difference between those two!

What is this "*blank*"? Is SVN really displaying this? It would explain
that things fail, because that is not a valid path under win32. Question
would then be where it came from...
BTW: The error suggests that you tried to upgrade a working to
accomodate for format changes between 1.6 and 1.7. Maybe you wanted to
update the working copy to merge changes from the repository instead,
which is a different operation.

This might be part of SVN's metadata, but it's hard to guess.
When reporting issues, refrain from only delivering your
interpretations. Instead, describe exactly what you did and what you saw.
